Accounting Clerk
United Public Workers, AFSCME Local 646, AFL-CIO
Location: Honolulu, HI 96817
Full​-time, salary commensurate with experience and qualifications

Processes, inputs, reconciles and analyzes a variety of financial and accounting transactions and information ranging from simple to complex according to Union and department policies and procedures. Uses one or more accounting software systems, spreadsheets and word processing software to perform required tasks. Prepares and works with complex worksheets that are developed from source documents and accounting data systems for analysis and reporting. Creates schedules, reports and analyses for review by supervisory staff. Communicates with vendors and staff by telephone, email and memos. Maintains records, logs, and files of transactions and activities. The Accounting Clerk work under the direct supervision of the Director of Fiscal and Membership Services and indirect supervision of Chief of Staff/Administrator.

Listed below are specific tasks that an employee working at the Accounting Clerk level will be assigned.

Accounts Receivable (Per Capita Tax and PEOPLE)

  • Audit and review all pct batches for correctness keying all distribution codes related to PCT rates.
  • Input PEOPLE contributor data of all types into the Enterprise software.
  • Audit and reconcile PEOPLE deposits to detailed backup schedules.
  • Written/ Telephone contact with affiliates, employers or members in preparation for corrective noncash entries and/or to resolve PEOPLE contributor database discrepancies.
  • Perform stat maintenance such as charters, mergers, and various flags which reflect abnormalities per-capita received.
  • Perform PEOPLE contributor database maintenance including changes, deletions and additions.
  • Maintain up to date schedules to ensure proper posting of retiree fees, member at large, unchartered locals, PEOPLE contribution sources.
  • Assist with monthly PCT and PEOPLE contributions closings including spreadsheet preparation, updates and analysis.
  • Review Preliminary Stat and corrects audited PCT batches prior to posting CRS.
  • Assist in preparing annual min/dues mailing and credits and waivers.
  • Review and analyze PCT and other receivable delinquencies.

Payroll

  • Receive and analyze incoming payroll mail to determine appropriate payroll action to be taken. Receive and review Personnel Action forms and performs calculations and follows-up issues or discrepancies.
  • Initiate phone calls or routine correspondence to clarify payroll issues.
  • Calculate gross salary, federal and state withholding taxes in compliance with applicable tax regulations, and deductions.
  • Calculate adjustments when manual check is required.
  • Record and maintain logs of tax adjustments and non-payroll transactions.
  • Input payroll actions into automated Ceridian payroll system and reviews output reports to determine accuracy of information.
  • Issue vouchers for manual checks, payroll advances and replacement checks and subsequently enters applicable information into the computerized payroll records.
  • Transmits and previews payroll at closing.
  • Prepare vouchers to fund payroll bank accounts and make payments based upon payroll deductions.
  • Issues vouchers for all voluntary deductions.
  • Sort and prepare for distribution all payroll checks and EFT deposit advices.
  • Answer telephone requests and letters of inquiry from offices and employees.
  • File all payroll action documents.
  • Prepare worksheets for analysis and review.
  • Prepares and submits all payroll related reports to various outside agencies such as Department of Labor, etc.

Personnel

  • Processes medical and dental enrollment forms for new hires, changes and cancellations.
  • Processes COBRA notifications for employees that resigned or terminated.
  • Processes employment forms such as I-9, W-4, HW-4, etc for new hires.
  • Records and maintains accuracy of information in the Vacation/Sick Leave database.
  • Provides leave balances to employees on a quarterly basis.

General Ledger and Financial Reporting

  • Review and key journal entries into the general ledger.
  • Process check inquiries and stop payments.
  • Prepare general journal entries for transactions made from the AFSCME group bank accounts.
  • Perform reconciliations of bank accounts as assigned.
  • Update stale checklist and follow up with A/P clerks for resolution.
  • Input data for IRS Form 8872 filings.
  • Provide monthly detail analysis on various accounts, including but not limited to furniture and equipment, legal fees and loans to affiliates, as well as maintaining subsidiary schedules for same.
  • Process disbursement checks and maintain security of checks.
  • Keep up to date logs of check use and check pickups.
  • Provide monthly detail analysis on various accounts, including but not limited to furniture and equipment, legal fees and loans to affiliates, as well as maintaining subsidiary schedules for same.

Budgeting and Financial Analysis

  • Prepare and input monthly Budget transfers for project departmental expenses.
  • Prepare and distribute monthly financial data of departmental expenses to departments.
  • Prepare Lobbying Report on a semi-annual basis.
  • Review, update & analyze all the accounting codes and expenses on a monthly basis.
  • Verify all department accounting expenses to ensure for accuracy with the Project Operating Reports.
  • Compile and maintain records of EAF/CAF reports and Funds Available reports.
  • Create labels, tabs and covers for report and analysis books.
  • Perform special project analysis assigned by supervisor and managers.
  • Assist in the preparation of year end Audit Schedules, Hudson Calculations, Mid-Year Reviews and Annual Budgets.

Others

  • Disburses and replenishes petty cash funds.
  • Maintains inventory of supplies.
  • Orders supplies that were approved for purchase with various vendors.
  • Perform special projects and other duties as assigned.

Government Affairs Aide

This full-time position provides professional and administrative support to UPW/AFSCME’s government affairs office. This position is primarily responsible for attending legislative hearings, gathering pertinent information on relevant legislation, drafting testimony, providing recommendations and coordinating member involvement in the legislative process.

Duties/Responsibilities:

  • Provides professional and administrative support within the Government Affairs Office by drafting and preparing legislation and testimony for the State Legislature.
  • Monitors and maintains files on legislative bills pertinent to the union, political activities and incumbents, and other related union information.
  • Coordinates member and staff involvement with Legislators.
  • With the oversight of the lead Government Affairs staff and Communications Director, maintains and updates the content on the political action/legislative section of the UPW website, to include posting updates to bills.
  • Attends legislative hearings to gather information and maintain up-to-date knowledge of the bills that are applicable to UPW.
  • Periodically provides updates to the UPW staff on the status of applicable legislation.
  • Assists with producing reports by preparing and compiling data surrounding applicable legislation, incumbent legislators, council members and other related union matters.
  • Assists in preparing and carrying-out political action activities and participates in events, as requested.
  • Responsible for the UPW PEOPLE program.
  • Provides general clerical support to the Government Affairs Office by duplicating materials, sorting and maintaining files, receives and responds to email requests and phone calls, and other clerical duties as needed.
  • Other duties as assigned.

Minimum Qualifications:

  • Must possess a baccalaureate degree from an accredited university or college, with a focus in Political Science or related field.
  • Functional knowledge of the legislative process.
  • Functional knowledge of the impact of legislation on labor in the public sector.
  • Demonstrated ability to establish and maintain effective working relationships with external constituents, community leaders, members and UPW staff.
  • Demonstrated ability to understand and possess excellent verbal and written communication skills.
  • Demonstrated proficiency with word processing, spreadsheet programs, and effectively researching information.
  • Ability to work with minimal supervision, prioritizes and organizes multiple projects, and meets strict deadlines.
