October 2015, the 38th UPW Convention passed a resolution to create a scholarship fund in the name of Jimmy Toledo, former member with the City and County of Honolulu, Board of Water Supply.

Since the passing of the resolution, the State Executive Board met on December 17, 2015 to create the committee who will be responsible for laying the groundwork. Attorney James Koshiba advised the SEB that the committee needed to come up with scholarship requirements and look into generating revenue to fund the scholarship.
